The BC regulatory basis and IEEE 1584-2018
Electrical safety obligations in British Columbia sit in the WorkSafeBC Occupational Health and Safety Regulation, Part 19, with CSA Z462 as the referenced practice standard.
In practice this means the employer must know the incident energy or PPE category at each point where qualified workers perform energized work, and must be able to demonstrate how that was determined. An engineering study is how that demonstration is made.
IEEE 1584-2018 and the EGBC practice advisory
Engineers and Geoscientists BC has published a practice advisory on the updated IEEE 1584 standard. The 2018 revision changed the incident energy calculation model materially compared with the 2002 edition.
If your existing study cites IEEE 1584-2002 or CSA Z462-12, the numbers on your labels were produced by a superseded model. That is worth checking before you rely on them — and it is a common finding, including on studies produced by firms still advertising against the older edition.

Common questions
Does WorkSafeBC require an arc flash study by name? The Occupational Health and Safety Regulation requires that workers be protected from arc flash hazards and references CSA Z462 as the practice standard. In practice that means the hazard has to be assessed and documented, and an incident energy analysis is how that is done for anything beyond the simplest system.
Who can seal the report in BC? A professional engineer registered with Engineers and Geoscientists BC, working under a firm holding a permit to practice. Furano Pacific Consulting holds active licences in British Columbia, Alberta, Saskatchewan and Ontario.
How old can my labels be? CSA Z462 expects review at intervals not exceeding five years, and sooner if the system changes. Labels citing IEEE 1584-2002 predate a substantial revision to the calculation model and should be treated as due regardless of date.
